Hetzner Cloud instance metadata service.
The service answers on the link-local address 169.254.169.254, below the
path /hetzner/v1/metadata. No request needs an authentication header. Every
value is plain text.
The service reports the network zone as the region, for example eu-central,
and the data center as the availability zone, for example fsn1-dc14. It
reports no machine type and no account identifier, so instance_type and
scope_id are nil.
